Roger Kirk and Mircea Raceanu were the two chief diplomatic players, on opposing teams, in all bilateral interactions between the American and Romanian governments during the last years of the Ceausescu dictatorship: Kirk serving in Bucharest as the United States Ambassador to Romania, and Raceanu serving in Washington, D.C., as the Romanian Foreign Ministry's chief of U.S. and Canadian affairs. Together they document in this book the tangled web of deteriorating state-to-state relations in a way few others could, providing an invaluable historical record of the missteps and misperceptions that led a previously favored relationship to turn negative.
