Roger Kirk and Mircea Raceanu were the two chief diplomatic players, on opposing teams, in all bilateral interactions between the American and Romanian governments during the last years of the Ceausescu dictatorship: Kirk serving in Bucharest as the United States Ambassador to Romania, and Raceanu serving in Washington, D.C., as the Romanian Foreign Ministry's chief of U.S. and Canadian affairs.
